RHP 17 Plan Archive
Each RHP in Texas was required to develop a regional plan that documented the organization and executive overview of each region, outlined community needs assessments for the counties within the region, and detailed the proposed Delivery System Reform Incentive Payment (DSRIP) projects to be implemented in the region. RHP 17 was the first region in the state to submit a signed and certified RHP Plan to HHSC.
RHP 17 Plan (Four-Year Projects)
The RHP 17 Anchor Team submitted the RHP 17 Plan, which detailed 31 main four-year projects to be implemented in the region, to HHSC for review and approval. Technical feedback was provided by HHSC in December 2012. The region modified the projects in accordance with HHSC feedback, and the revised plan was sent to Center for Medicare and Medicaid Services (CMS) in January 2013 for approval. On April 4, 2013, CMS granted approval of all but seven of the proposed four-year DSRIP projects submitted, with those seven projects being modified and all being formally approved by December 2013.
RHP 17 Plan Modification (New Three-Year Projects)
Throughout the summer and fall of 2013, eligible Performing Providers in each region were afforded one final opportunity to propose additional DSRIP projects to be implemented on a three-year basis. RHP 17 followed the process outlined by HHSC for proposal review and regional approval of new three-year projects. The RHP 17 Plan Modification detailing new three-year projects was submitted to HHSC in December 2013. HHSC granted approval for all new three-year projects (three total) in February 2014, with formal CMS approval granted in May 2014.
Plan Revisions and Full Plan Resubmission
Since initial plan submission in 2012, RHP 17 and all other regions across the state have been working with HHSC and CMS on detailed revisions and updates to the regional plans in an effort to more clearly define the milestones and metrics each project must achieve to demonstrate successful implementation, clarify the target population to be served by each project, estimate the anticipated patient impact of each project , and modify implementation protocols to ensure core components and quality improvement requirements are met. Plan revisions across the state have taken place in a phased approach that culminated with final project narratives and completion of formal technical changes in March 2015.
Throughout the spring of 2015, all RHPs worked with providers and key stakeholders to update and submit fully revised RHP Plans to HHSC. At this time, the only ongoing project review is completion of the CMS-required midpoint assessment being carried out by Myers & Stauffer, LC, an independent assessor contracted to evaluate DSRIP implementation across the state. Myers & Stauffer will then begin a compliance monitoring component to validate the data submitted by providers as the basis for payment of reported and approved metrics during the DSRIP reporting cycles.

NOTE: To view the milestones and metrics associated with each project, stakeholders should visit the HHSC Regional Healthcare Partnership (RHP) Plans page to access the "Category 1 & 2 Workbooks for 4-year and 3-year Projects." These are very detailed Excel workbooks; however, they contain a summary feature that allows you to view a project's milestones and metrics for each demonstration year in an easy-to-read table format. Stakeholders wishing to view this information will need to have the project ID number for any project they would like to look up.
